On 3 September 2025, the Union Cabinet chaired by PM Narendra Modi approved a ₹1,500 crore Incentive Scheme under the National Critical Mineral Mission (NCMM) to boost domestic recycling capacity for critical minerals.
- Tenure: FY 2025-26 to FY 2030-31 (6 years).
- Eligible feedstock: e-waste, Lithium-ion battery (LIB) scrap, and other metal scraps.
- Scope: Applies to new units, expansion, modernization, and diversification of existing units.
- Incentives:
- Capex subsidy: 20% on plant & machinery for timely production.
- Opex subsidy: Based on incremental sales (40% in 2nd year, 60% in 5th year).
- Expected outcomes:
- 270 kilo ton annual recycling capacity.
- 40 kilo ton annual critical mineral production.
- Investment of ₹8,000 crore.
- Creation of ~70,000 jobs.
