Union Cabinet Approves ₹1,500 Crore Incentive Scheme for Critical Mineral Recycling

On 3 September 2025, the Union Cabinet chaired by PM Narendra Modi approved a ₹1,500 crore Incentive Scheme under the National Critical Mineral Mission (NCMM) to boost domestic recycling capacity for critical minerals.

  • Tenure: FY 2025-26 to FY 2030-31 (6 years).
  • Eligible feedstock: e-waste, Lithium-ion battery (LIB) scrap, and other metal scraps.
  • Scope: Applies to new units, expansion, modernization, and diversification of existing units.
  • Incentives:
    • Capex subsidy: 20% on plant & machinery for timely production.
    • Opex subsidy: Based on incremental sales (40% in 2nd year, 60% in 5th year).
  • Expected outcomes:
    • 270 kilo ton annual recycling capacity.
    • 40 kilo ton annual critical mineral production.
    • Investment of ₹8,000 crore.
    • Creation of ~70,000 jobs.
