The Nagaland State Government has approved the implementation of ILP in the districts of Chumoukedima, Niuland, and Dimapur. The decision was made during a Cabinet meeting chaired by Chief Minister Neiphiu Rio on 11 September 2024.
Dimapur residents will be classified into three categories:
- Category-I: Individuals settled before December 1, 1963, exempt from ILP and eligible for a Smart Card, Permanent Residence Certificate (PRC), and Domicile Certificate.
- Category-II: Individuals settled between December 1, 1963, and November 21, 1979, exempt from ILP, eligible for a PRC, and Domicile Certificate.
- Category-III: Individuals settled on or after November 22, 1979, required to obtain an ILP for staying in Dimapur.
Special Groups and ILP Validity: Certain groups, such as students, teachers, technical personnel, and business partners, will be eligible for ILPs valid for 2 to 5 years, based on the purpose of their stay.
Digital System for ILP Issuance: The government is working on improving the digital system to streamline the ILP application process.
